House Prices

Provisional figures from the department for housing show completions down 5.8% on the previous year, with the shortfall concentrated in London and the South East. Starts fell further, to 172,000, which points to a weaker pipeline in 2028 rather than 2027.

UK Housing Policy & Regulation

Tracked by implementation status and nation. 6 measures shown. England, Scotland, Wales and Northern Ireland legislate separately on housing.

Announced England

Buyers of new-build homes in England would pay a 2.5% deposit, with government providing an equity loan worth up to 20% of the purchase price. The Treasury has briefed that full details will be published in the Autumn Budget on 28 October 2026. It has not been legislated for at the time of writing.

In force England

Assured shorthold tenancies have been replaced by periodic tenancies and the Section 21 ground for possession has been abolished in England. Implementation has been phased, with several provisions commenced later than the Act’s passage.

Status: in force, phased commencement Reference period: 2026 Source: MHCLG commencement regulations
Consultation England & Wales

The proposal would require privately rented homes to reach Energy Performance Certificate band C by 2030. A cost cap and a phased timetable for older stock remain under consultation. No final standard has been set.

Status: under consultation Reference period: closes January 2027 Source: MHCLG consultation
In force Scotland

In-area rent increases are capped in relation to the Consumer Prices Index, and the measure has been extended for a further twelve months. New-build and substantially refurbished properties are treated differently, and the regime does not apply in England or Wales.

Status: in force, extended to 2027 Reference period: October 2026 Source: Scottish Government
Consultation Wales

Operators of short-term lets would require a licence and a named responsible person. The scheme would be administered by local authorities and is modelled on the statutory licensing scheme already operating in Scotland.

Ruled out UK-wide

Sometimes described as a mansion tax. The Treasury has confirmed the measure is not being taken forward for this Parliament, removing the largest single tax uncertainty for owners of homes above £2m. It remains a proposal in circulation rather than live legislation.

Where the pressure sits

Available stock in the most expensive London postcodes remains roughly 41% below its 2019 average, and the shortfall is not being filled by new supply: completions in the capital fell again this year. The result is a market where the average prime tenancy is agreed within eleven days of listing, and where defensive cash flow has kept landlords in the market despite four years of rising compliance cost.

The picture outside London is more varied. Rent-to-income ratios in the North West have passed 30% for the first time, while in two Midlands cities the ratio of listings to applicants has returned to its long-run average.
